Okay I've found out why I couldn't find it. After posting my last comment I decided to come off for a while and watch Netflix. After the episode I was watching had finished I thought I may as well give it another go.
When I loaded the game back up, I went to the Great Walls and there Gill was. As far as I can tell, you have to possess 41 moonstones, then reload the game for Gill to appear.

I can't figure out for the life of me what the chef lady in Daea wants. She says she wants an exciting ingredient, and I've tried giving her everything. Those spiny fruits, the oranges (those are rare), those ancient canned goods, those nut things from the forgotten forest, even that blue slime jelly stuff that's crazy rare. What does she want?! I can't think of anything I've seen in the game that's more rare and exciting than some of those latter things.

@Rukariouzu - Thanks for posting the fix, hopefully that helps any others having problems with that too (I was constantly reloading the game, so that's probably why I didn't encounter the missing Gill). In case you don't know, head back to Hidden Village and talk to the two of them at the end and head for the new location (use the artifact if you don't see a way up). Edit - It seems like an update has addressed that issue, I think that's why Gill appeared.

@legendaryhunter - Hm, I only remember there being two fruits, the Duri fruit (chance of spawning from breaking spiky fruit) and the Mikan (hidden in a cave behind some rubble and water). You can also get some food items from enemies. The guards at Daea's prison gave me a sandwich and tempura bento (I think the bandits give Puki jerky, the frogs can give their legs, but they don't give as much as the cooked counterpart). So the three might have just been a typo (if not, I'm going to go hunt for it).

I'll be updating the guide with a sub-quest guide (except for moonstone rewards, as for money, that's a maybe/for later) and a partial medal guide for anyone who's interested. I'll probably include a progression guide but that will be extremely light (no puzzle solutions or boss strategies, just where to go and what to do, so it should also be spoiler free).

Someone please explain to me what I'm supposed to do against those annoying laser shooting crystals. No projectile can reach it, there's nothing that seems to be hittable, and they just shred through my life bar. The only way I've found to get past them is to spam roll until I'm on the other side of them, by which point I've lost 16-24 hp. Is there some secret I don't know about that lets you just break these things or walk past them without getting destroyed?

@Rukariouzu - Floe is a blonde and looks like a scholar. Gill has purple hair / tanned skin, and should be at the top left side of the second tower in the Great Wall. If he isn't, you may have encountered a bug.

@Ruka - Sorry, seems I haven't refreshed this for quite a while. @JesterSeraph - Where are you in the game? If you haven't reached Mul Caverns, basically no way.

@JesterSeraph Eventually you will get an item that is designed for killing those things. You'll know it when you have it. Until then, there are usually ways of avoiding their radius of shooting. The crater area where you encounter them the most is designed for you to be able to get around them with the right techniques, assuming you having the floaty boots from Mul Caverns.

So what goes in the 8th inventory slot, below the Rolling Technique Scroll and to the right of the boots? I presume it has something to do with the "Ki spear technique" NGG mentions in the guide, but no idea where to find it, and I have all moonstones except for two in the Hidden Forest.

after getting all 42 moonstones and talking to gill, how do you scale the wall in ?????

i have finally got my 100% completion on this game and i want to especially thank ngg and knife for helping me and the others out so much ^^

First, magnificent game! I've had a blast playing this so far and while I don't have enough time to blast ahead to the finish, it's been a terrific experience so far.

Are there plans to add any guide on the side quests? I love trying to solve the little puzzles but find I'm not too good at treasure hunting, especially for the potion girl.

@kaisharga - You can get the technique by helping an orange haired girl with a black headband recover her memories in Crossroads inn. She'll be in the top left area with a blue haired and dressed woman next to her. You'll have to bring her stuff to help her recover her memories, (basically the Duri fruit, chocolate protein shake, and the green bracelet). After that talking to her a few times, she'll give you the technique. (You can head back to Panselo and talk to her for a free shake.) Basically what it does is that it basically changes your javelin into a bomb, it makes it easier to get some of the moonstones/heart rubies, but it isn't necessary.

@starstorm - Use the artifact to reveal hidden platforms to jump on and just keep checking if you become stuck.

@bobm - I do, but I'm having some issues with MS Word (I know there are alternate document making software, but I prefer Word), so it'll take a while for me to finish making it.

Where do you get the rare metal for the blacksmith?

@kootsda You get one of them from Fran after getting so many moonstones (20-25 I think). The blacksmith needs two though and I don't know where the second one is.

Ah, played through the whole thing but I think I've hit a gamebreaking bug in the Forgotten Forest. I went into the house with the robot in the basement (the same kind that is in Thomas' lab), it killed me, and I paid the $10 to continue. However, when I went back it was gone, no boss fight, nothing. I'm assuming that it drops the key you need to get out of the area, because I've looked absolutely everywhere and found nothing. No matter how many times I go back, I can't seem to make the thing respawn though. I've put hours into this game and really don't want to restart!

Can someone tell me/hint me how to obtain the "Last Song of Earth" achievement? That's the only achievement I don't know how to obtain.

I've just gotten beyond the wall and the skeleton robots are terrifying, and also really painful. I don't even think I can kill the red ones. What to do.

Also, when do you get jet boots?

@kootsda - Adding to what UCP said, the second one is in Misty Gorge, take a look at my moonstone guide and look for #18 (Misty Gorge section), the second space rock is nearby.

@UCP - There shouldn't be any problems, the boss only activates if you pick up the key (not sure what happens if you just jump/fly over the key), but the boss should be gone if you leave and come back and the barrier will be down. Plus the boss doesn't drop a key, it just guards it (it'll just drop money), so it's likely you're just missing a key from an enemy or there is a section that you haven't searched carefully for yet, just take another look.

@theshadow - Find/Get all of the heart rubies and moonstones and head over to Hidden Village and talk to Gill. Technically there will already be a new area on the map, just below Hidden Village. Climb the cliff in the new area (use the artifact/javelin) and you'll get it at the top.

@pinkkea - The red robots are invincible, just jump over them when they charge and run for it (or beat it up until it becomes a scrap pile, but it'll activate again soon, so run before it happens. (The only way to get rid of them is to drop them down a pit or an incinerator, but there are only specific parts when that happens. You get the jet boots in the area past the Dread Lands.
